It is intended to be used by youth organisations, governments, and funders to advance access and availability of adolescent and young people SRHR universal services. This is an advocacy tool for civil society organisations to hold governments and funders accountable, for funding partners to realise the gaps within AYSRHR interventions. It is also for governments use as a measuring tool for AYSRHR service delivery against existing international and regional and national commitments while ultimately measuring themselves against other governments.
